Let hosts manually send an event reminder to the Ring's members

**EN** Give a host/organizer a button to **manually send a reminder** about their event to the members of the Ring — a "Send reminder now" action they trigger themselves, on top of any automatic reminders. Useful for a last-minute nudge (low RSVPs, a change, or the day before) without waiting on the automatic reminder schedule. - Triggered by the host/organizer from the event. - Goes to the Ring's members (respecting each member's notification preferences). - Sensible guard against spamming (e.g. a cooldown between manual sends). *Note: distinct from the automatic reminders (#151) and who they go to (#221) — this is a host-initiated "send now".* --- **FR** Donner à l'hôte/organisateur un bouton pour **envoyer manuellement un rappel** de son événement aux membres du Ring — une action « Envoyer un rappel maintenant » qu'il déclenche lui-même, en plus des rappels automatiques.
