No option to promote an attendee to Host (only Co-host)

In the event Attendees dialog, the per-attendee menu only lets you promote someone to Co-host. There is no option to promote an attendee to Host (or otherwise transfer the host role). **Where:** Event page → Attendees dialog → an attendee's "⋮" menu. The menu shows: Mark as Maybe, Mark as Not Going, Check in, Promote to Co-host. **Expected:** An option to promote an attendee to Host (or transfer the host role), alongside "Promote to Co-host." **Steps to reproduce:** 1. Open an event you host. 2. Open the Attendees dialog. 3. Click the "⋮" menu on an attendee. 4. Only "Promote to Co-host" is offered — there is no "Promote to Host."
